Μέρος 2ο - Τί μας διαφεύγει όταν μιλάμε για τη Βενεζουέλα

Μέχρι να εμφανιστεί η Βολιβαριανή Επανάσταση, η διακυβέρνηση της χωράς (1958-1998) είχε μοιραστεί ανάμεσα στα δύο μεγάλα κόμματα Acción Democrática και Partido Social Cristiano de Venezuela(COPEI) μέσω συμφωνίας («Punto-Fijo»). Τα πρώτα χρόνια επιτεύχθηκε μια σχετική πολιτική σταθερότητα και αξιοσημείωτη οικονομική ανάπτυξη.

Τα πράγματα όμως χειροτέρευσαν όταν οι ηγέτες του συστήματος «Punto-Fijo» υιοθέτησαν νεοφιλελεύθερες πολιτικές ώστε να ανταπεξέλθουν στην πετρελαϊκή κρίση. Η κλυδωνιζόμενη οικονομία σάρωσε το επίπεδο ζωής των Βενεζουελανών διευρύνοντας τραγικά το χάσμα φτωχών και πλουσίων, εκτινάσσοντας το ποσοστό φτώχειας από το υψηλό 25% στο δυσθεώρητο 65%. Η ακαμψία του κρατικού μηχανισμού στη λήψη αποφάσεων και τα ανεξέλεγκτα κρούσματα διαφθοράς ανάγκασαν τον κόσμο να βγει στους δρόμους το 1989. Μέσα σε λίγα 24ωρα σφαγιάστηκαν 400 άτομα ενώ χιλιάδες τραυματίστηκαν από τις κατασταλτικές δυνάμεις (επεισόδιο “Caracazo”). Οι ΗΠΑ μάλιστα, σε αντίθεση με σήμερα προσφέρθηκαν να βοηθήσουν οικονομικά την δοκιμαζόμενη κυβέρνηση με το αζημείωτο, «κάντε ιδιωτικοποιήσεις» και «φέρετε το ΔΝΤ».

Το συχνότερο λάθος που παρατηρείται στην Ευρώπη, είναι ότι πολλοί κρίνουν την πολιτική στη Βενεζουέλα πάνω σε δυτικοευρωπαϊκά-ευρωπαϊκά πρότυπα αδιαφορώντας για μια ιδιαιτερότητα: στην λατινοαμερικανική χώρα υπάρχει διαχωρισμός του τρόπου διακυβέρνησης από τον τρόπο εκλογής, όπως είχε επισημάνει ο Samuel P.Huntington αρχές δεκαετίας του 1990. Μπορεί οι κυβερνήσεις στην προ Τσάβες εποχή να προέκυπταν από εκλογές, ωστόσο η επιζήμια/διεφθαρμένη διακυβέρνησή τους έφερε λαϊκή αγανάκτηση. Αυτό εξηγεί την λαϊκή υποστήριξη στα δύο τσαβικά πραξικοπήματα του 1992 (ο Τσάβες τότε ήταν αξιωματικός στο σώμα των αλεξιπτωτιστών), καθώς το ζητούμενο δεν ήταν η παγίωση δημοκρατικών μηχανισμών αλλά ανάδειξη αποτελεσματικών ηγετών που ενδιαφέρονται για τον κόσμο.

Ο Τσάβες, ουδεμία σχέση είχε με τους στυγνούς μυστακοφόρους δικτάτορες που έχουν στο μυαλό τους οι περισσότεροι Ευρωπαίοι. Οι «παρεμβάσεις» (1992) Τσάβες, πλησίαζαν αυτού του είδους τις δικτατορίες που ο Maurice Duverger αποκαλούσε «προοδευτικές», γέννημα της κοινωνίας. Αυτές συμβαίνουν διότι ο κόσμος δεν έχει τη δυνατότητα να περάσει δημοκρατικά τη βούλησή του και γι’ αυτό στάθηκαν αναγκαίες κάποιες αποκλίσεις. Είναι εντυπωσιακό ότι ο κόσμος απείχε από τις εκλογές και επέστρεψε στις κάλπες, ψηφίζοντας μάλιστα έναν πρώην πραξικοπηματία. Ό,τι δεν κατάφερε με πραξικόπημα το πέτυχε με εκλογές.

Το 2012 ο διευθυντής του Center for Economic and Policy Research, Mark Weisbrot, είχε γράψει στους New York Times πως από τότε που το κόμμα του Τσάβες ανέλαβε την εξουσία και πήρε τον έλεγχο της εθνικής βιομηχανίας πετρελαίου, η φτώχεια μειώθηκε στο μισό. Οι εγγραφές στα κολλέγια υπερδιπλασιάστηκαν, εκατομμύρια πολίτες απέκτησαν πρόσβαση στην υγειονομική περίθαλψη για πρώτη φορά, ενώ ο αριθμός των δικαιούχων για δημόσιες συντάξεις τετραπλασιάστηκε.

Χωρίς να υποκριθούμε ότι το σύστημα παρουσιάζει σοβαρές δυστοκίες, πράγματι τα νούμερα στην Παγκόσμια Τράπεζα και οι δείκτες ανθρώπινης ανάπτυξης δείχνουν να επιβεβαιώνουν τον Weisbrot. Το ζήτημα είναι ότι, παρόλα αυτά, ο Τσάβες, και σήμερα ο Μαδούρο, έχουν την στάμπα του δικτάτορα, αλλά, όπως έγραψε στο twitter του ο συγγραφέας John Wight, «ο Μαδούρο που συγκροτεί τη Συντακτική Συνέλευση, σύμφωνα με το Σύνταγμα, είναι ένας κακοποιός, αλλά οι αποκεφαλισμένοι ακτιβιστές πολιτικών δικαιωμάτων στη Σαουδική Αραβία είναι μια αποδεκτή ρουτίνα (business as usual)» από τους Δυτικούς.

Ωστόσο, έντεχνα παραλείπεται να αναφερθεί ότι το αποτέλεσμα της Συντακτικής θα περάσει από δημοψήφισμα και όχι από έγκριση του Μαδούρο, «έτσι όπως υποτίθεται ότι πρέπει να λειτουργεί η δημοκρατία», λέει ο Stephen Lendman.

Greta Thunberg: “We are striking to disrupt the system”

Greta Thunberg, is the 16-year-old Swedish climate activist who has inspired millions across the globe. Last year she launched a school strike for the climate, skipping school every Friday to stand in front of the Swedish parliament, demanding action to prevent catastrophic climate change.
Her protest spread, quickly going global. Hundreds of thousands of schoolchildren around the globe have participated in their own local school strikes for the climate.
Since her strike began in 2018, Greta has become a leading figure in the climate justice movement. She has joined protests across Europe. She has addressed world leaders at the U.N. climate talks in Poland and the European Union Parliament. She has even met the pope.

'How dare you!': Greta Thunberg rages at 'fairytales of eternal economic growth' at UN climate summit

In a speech to the United Nations Climate Action Summit Monday, Swedish youth climate activist Greta Thunberg lit into world leaders for their "empty words" around solving the climate crisis and said decades of inaction have left her generation without a future.

"People are suffering. People are dying. Entire ecosytems are collapsing. We are at the beginning of a mass extinction and all you can talk about is money and fairytales of eternal economic growth," said Thunberg. "How dare you!"

EVERYONE is on the list: Snowden says no ‘innocents’ in mass surveillance world

Asked if buying his memoir would get one on a spy list, NSA whistleblower Edward Snowden chillingly replied that everyone in the world is on the “list” and there are no innocents in the age of mass surveillance.

Responding to a reader who joked that buying Snowden’s book ‘Permanent Record’ might have put him on a list of people to be spied on, the exiled former intelligence contractor said in all seriousness that everyone is being spied on regardless.

“Systems of mass surveillance strive to record all people, in all places, at all times. The question is no longer ‘Am I on the list?’ it is ‘What's my rank on the list?’,” Snowden tweeted on Wednesday.
The former NSA and CIA contractor became a household name in 2013, when he revealed the extent of surveillance by the ‘Five Eyes’ network of US and its allies. He fled to Hong Kong ahead of being charged with espionage and eventually found asylum in Russia.
