Ελεγκτές εναέριας κυριαρχίας

H Ευρωπαϊκή Επιτροπή εξετάζει το ενδεχόμενο μια χώρα να χάνει το δικαίωμα ελέγχου της κυκλοφορίας στον εναέριο χώρο της εάν βρίσκεται σε εξέλιξη απεργία των ελεγκτών. Και όπως πάντα, η Ελλάδα φιγουράρει στις πρώτες θέσεις των υποψήφιων θυμάτων.

Στις 5 Αυγούστου του 1981 ο Αμερικανός πρόεδρος Ρόναλντ Ρίγκαν προχώρησε σε μια κίνηση που σηματοδότησε το τέλος μιας εποχής στην εργασιακή και οικονομική ιστορία των ΗΠΑ: απέλυσε 11.345 ελεγκτές εναέριας κυκλοφορίας, οι οποίοι απεργούσαν διεκδικώντας καλύτερες συνθήκες εργασίας και κυρίως το δικαίωμα… να απεργούν.

Οπως συνέβη και με τη νίκη της Θάτσερ επί των ανθρακωρύχων στην Αγγλία, ο θρίαμβος του Ρίγκαν σήμανε την ολοκληρωτική επικράτηση του νεοφιλελευθερισμού στις ΗΠΑ - ενός συστήματος που μέχρι τότε είχε δοκιμαστεί μόνο στη χούντα του Πινοσέτ στη Χιλή και τη δικτατορία του Εβρέν στην Τουρκία.

Τριάντα έξι χρόνια αργότερα και ενώ οι Αμερικανοί ελεγκτές ετοιμάζονται για μια νέα μάχη, αυτή τη φορά ενάντια στην ιδιωτικοποίηση του ελέγχου εναέριας κυκλοφορίας, η Ευρωπαϊκή Ενωση αποφάσισε να συνθλίψει τα εργασιακά δικαιώματα των δικών της ελεγκτών.

Εδώ και αρκετά χρόνια το ευρωπαϊκό λόμπι των αεροπορικών εταιρειών A4E έδινε μία σαφή εντολή στην Ευρωπαϊκή Επιτροπή: Σταματήστε πάση θυσία τις απεργίες των ελεγκτών εναέριας κυκλοφορίας.

Στην πρώτη γραμμή βρίσκονται εταιρείες όπως η Easyjet, η Ryanair και η British Airways (οι οποίες, όπως μας θύμιζε ο Guardian, έδιναν μάχη και για την παραμονή της Βρετανίας στην Ε.Ε.) αλλά και η Lufthansa.

Η Ευρωπαϊκή Επιτροπή αναζητούσε εναγωνίως μεθόδους για να εκτελέσει τη «διαταγή» του λόμπι και ανέθεσε το δύσκολο έργο στις εταιρείες Ricardo Energy & Environment και York Aviation, οι οποίες επέστρεψαν με 100 σελίδες προτάσεων για το πώς να περιορίσουν τον αριθμό, τη διάρκεια και την αποτελεσματικότητα των απεργιών.

Ανάμεσα στις προτάσεις, συμπεριλαμβάνεται η υποχρέωση των συνδικάτων να προειδοποιούν τουλάχιστον 14 ημέρες πριν από την απεργία (η Επιτροπή αναμένεται να ανεβάσει τις ημέρες σε 21).

Επίσης οι απεργίες δεν θα πρέπει να ξεπερνούν τις 4 ή 8 ώρες (!), δεν θα γίνονται σε περιόδους αιχμής και δεν θα πρέπει να επηρεάζουν τις πτήσεις αεροσκαφών που χρησιμοποιούν τον εναέριο χώρο μόνο για διέλευση. Ουσιαστικά, δηλαδή, όταν δεν θα είναι παράνομες οι απεργίες, θα είναι συμβολικές - ελάχιστα πιο μαχητικές από τα απεργιακά περιβραχιόνια που φορούσαν κάποτε οι εργαζόμενοι στην Ιαπωνία.

Η σημαντικότερη όμως πρόταση, η οποία κρύβεται σε μερικές αράδες της μελέτης, προβλέπει ότι σε περιπτώσεις απεργίας ο έλεγχος της εναέριας κυκλοφορίας θα περνά σε ελεγκτές άλλης χώρας.

O έλεγχος του ελληνικού εναέριου χώρου, δηλαδή, θα μπορεί να περνά στη Βουλγαρία και, γιατί όχι, μελλοντικά και στην Τουρκία, η οποία έχει υπογράψει τη λεγόμενη «οριζόντια» συμφωνία για την ελευθερία αεροπλοΐας με την Ε.Ε. Είναι χαρακτηριστικό ότι ακόμη και οι συντάκτες της έκθεσης προειδοποιούν ότι μια τέτοια απόφαση «θέτει ζητήματα εθνικής κυριαρχίας», γεγονός όμως που δεν φαίνεται να πτοεί ούτε τα λόμπι των αεροπορικών εταιρειών ούτε την Ε.Ε.

Η δυνατότητα κοινού ελέγχου της εναέριας κυκλοφορίας προβλεπόταν ούτως ή άλλως στην απόφαση της Κομισιόν για το Single European Sky (Ενιαίος Ευρωπαϊκός Ουρανός). Για πρώτη φορά, όμως, αναγνωρίζεται ότι πίσω από τις βαρύγδουπες δηλώσεις για την ελευθερία των αιθέρων κρύβεται και ένα συγκεκριμένο σχέδιο για την ουσιαστική κατάργηση του δικαιώματος στην απεργία.

Προκειμένου να δικαιολογήσουν τις αποφάσεις τους, τα λόμπι των αεροπορικών εταιρειών βομβαρδίζουν εδώ και χρόνια τα ευρωπαϊκά μέσα ενημέρωσης με στοιχεία για το κόστος των απεργιών στην ευρωπαϊκή οικονομία, το οποίο υπολογίζουν σε 12 δισεκατομμύρια δολάρια από το 2010 έως σήμερα.

Η οργή των εταιρειών εστιάζεται στους Γάλλους ελεγκτές, όχι μόνο γιατί πραγματοποιούν τις περισσότερες απεργίες (συχνά σε συμπαράσταση σε άλλους κλάδους εργαζομένων), αλλά και γιατί λόγω γεωγραφικής θέσης επηρεάζουν τις περισσότερες χώρες.

Σε «περίοπτη» θέση στην έκθεση φιγουράρει και η Ελλάδα, παρά το γεγονός ότι έχει μόλις το ένα πέμπτο των γαλλικών απεργιών (46 έναντι 254 την περίοδο 2004-2016) και ότι οι ελληνικές απεργίες προκαλούν από τις μικρότερες καθυστερήσεις ανά ημέρα απεργίας στην Ευρώπη.

Το πρόβλημα είναι ότι ακόμη και αν κάποιος αποδεχτεί την εκχώρηση εθνικής κυριαρχίας, η πρόταση δεν πρόκειται να δώσει λύση στις καθυστερήσεις των πτήσεων. Γιατί, όπως απέδειξαν πρόσφατα τα ευρωπαϊκά συνδικάτα ελεγκτών εναέριας κυκλοφορίας, ο βασικός υπαίτιος των καθυστερήσεων δεν είναι οι απεργίες αλλά… οι αεροπορικές εταιρείες.

Σύμφωνα με στοιχεία του Ευρωπαϊκού Οργανισμού για την Ασφάλεια της Αεροναυτιλίας (Eurocontrol), στην περίοδο 2000-2015 οι αεροπορικές εταιρείες ευθύνονταν για πάνω από το 50% των καθυστερήσεων (29 εκατομμύρια λεπτά), οι απεργίες μόνο για το 1% (περίπου 0,6 εκατομμύρια λεπτά), ενώ οι υπόλοιπες καθυστερήσεις αποδίδονται σε προβλήματα διαχείρισης πτήσεων από τα αεροδρόμια.

Μάλιστα από τις 400 πτήσεις που ακυρώνονται καθημερινά στην Ευρώπη το 94% δεν έχει την παραμικρή σχέση με οποιουδήποτε είδους απεργιακή κινητοποίηση.

Πριν από 36 χρόνια τα συνδικάτα των ΗΠΑ δεν κατανόησαν ότι μπροστά στα μάτια τους διεξαγόταν η μητέρα όλων των μαχών για τα εργασιακά δικαιώματα των επόμενων δεκαετιών. Ας ελπίσουμε η «αεροπορική τραγωδία» να μην επαναληφθεί και στην Ευρώπη.

On mid-July we wrote that an increased number of people who run independent YouTube channels reported that are being demonetized. Also, they see the number of viewings and subscribers being reduced significantly.

We observed that while the blog subscribed to various independent YouTube channels, when we go to the first page and search specific terms like "Syria", "Venezuela", "Bernie Sanders", "Tulsi Gabbard", etc., the first results give numerous videos from Western mainstream media like MSNBC, FOX News, CNN, BBC, etc. We can hardly find a video from our subscriptions, way below those results.
